Introduction to the Role
Professional and highly skilled HR management is vital to successful service delivery in Novas. We are currently recruiting for a skilled, professional, experienced and ambitious candidate to take up the position of Head of Human Resources.
The successful candidate will report to the Novas CEO, will be a member of, and work collaboratively with, the Senior Management Team. The role supports a number of direct reports and is situated in the Novas National Office in Limerick city, but will be required travel as needed, to other locations where Novas services are located.
The successful candidate will be responsible for establishing and developing policies and best practices for Novas, and will mentor, develop and support the existing HR function. The Head of Human Resources will have overall responsibility for HR strategy and development, acting as a strategic partner within the organisation, and ensuring compliance with all best practice and legal requirements. They will also have oversight of and overall responsibility for staff selection and retention; training and professional development; performance management; cultural and organisational development. They will oversee the provision of operational support to Novas’ network of managers.

Duties – The role will include the following non-exhaustive key duties:
Employee Relations, Engagement and Strategy
Maintain a high quality central HR function, including the use of technology, systems and tools to analyse metrics and people data to inform key HR decisions
Play a key leadership role to evolve the HR department in line with Novas’ Strategic Plan, proactively supporting any resulting change management process
Lead the development and implementation of key HR initiatives in line with the Novas Strategic Plan, including in the areas of Recruitment, Staff Wellbeing, Employee Engagement, Performance Management, Training and Professional Development and overall HR Operations
Facilitate the development and implementation of Novas’ HR strategy and vision by overseeing a culture that drives excellence, inclusivity and engagement
Developing, maintaining and updating policies and procedures
Mentor, develop and support the existing HR function
Responsible for managing the health and safety function
Oversee the building and driving of an employee engagement strategy that allows and encourages Novas staff to contribute to the overall strategic development of the organisation
Analyse key HR metrics to deliver key insights to the senior management team and drive appropriate action plans
Identify and agree KPIs for the HR Department and monitor/report on same to SMT/CEO
Lead engagement with staff representatives and/or trade unions on all individual and collective issues in a structured manner. Where necessary represent Novas at the WRC / Labour Court
Recruitment, Selection and Retention
Oversee the development and execution of employee attraction, selection and retention strategies
Partner with other heads of function to effectively and efficiently source high quality talent through recruitment best practice as well as developing capability of staff
Learning and Professional Development
Oversee the design and implementation of the Novas training framework to ensure continued professional development of staff and effective succession planning
Analyse learning and development requirements within the organisation to ensure that any training gaps are identified and addressed
Performance Management
Deliver and embed a performance management model by providing direction, governance and support to managers to ensure the process is effective and meaningful for all staff
Grievance and Disciplinary
Advise on management of disciplinary, grievance and other HR issues as they arise
Compliance
Ensure Novas is fully compliant with all aspects of employment law and best practice in human resources
Develop systems to ensure compliance with all legal and statutory requirements
Oversee the continued review and development of the organisation’s Staff Handbook
Provide oversight of disciplinary and grievance procedures to ensure all proceedings are in line with organisational policies and procedures and all relevant WRC codes of practice
Provide updates to the HR and wider management team on new employment legislation
Other duties
Assist in any other HR issues and/or any ad hoc HR related tasks and initiatives as required by the Novas CEO
Provide support and supervision to HR Manager
Delegate duties to HR Manager and HR Administrator to ensure best practice across the HR function
Person Specification – Head of Human Resources
Essential Criteria
The successful applicant will have:
Hons. Degree (Level 8 on NFQ) in Human Resource Management or a closely related field
Membership of the Chartered Institute of Personnel and Development (CIPD)
Experience in managing a HR function with a proven ability to lead people and obtain results through team work
This position is a member of the senior management team therefore the person will be skilled in providing operational and strategic support at a senior level
Ability to influence and drive change, especially cultural development, and engagement
A proven ability to establish collaborative working relationships with all stakeholders
Excellent communication skills, both oral and written, and the ability to adapt your communication style when needed
They will have demonstrated the ability to positively influence within and outside the organisation
Strong strategic and problem solving skills with the ability to respond to changing priorities, when required
Desirable Criteria
It will be an advantage for the applicant to have:
Post graduate qualification in relevant discipline
Ideally candidates will have an affinity for coaching and developing people with a track record of seeing and responding to this as a continuous and progressive process
Proficient IT skills, including a knowledge of CRM software e.g. Salesforce
Experience within the charity/not for profit sector is not a prerequisite but a strong interest in working within the sector is desirable
